just redownloaded and reinstall cabal but it is still doesnt work

i cleaned registry, turn off firewall and antivirus, exclusion cabal from antivirus
re-download cabal from website. re-installed it...basically tried everything. still doesnt work. it fails at launcher!

it says fail to download server information. restart launcher please.....

cabal is stuffed up!
