Can't buy Gift Voucher

Hi,

Why when i purchased it says " your character level is too low to buy the items". Seriously is there any minimum requirement to buy an item shop?
Please reply asap :(

One of your char has to be above lvl100, but if you buy it from prepaid shop it can be any level.

hmmm lets see it says "your character level is too low to buy the items". .............. im going to take a wild guess that maybe your character level is too low to buy the items.
