What is the best settings to run cabal on because my frame rate is terrible but I have watched other players play on higher graphics games with the same graphics card. Ram=8gigs
Processor=A6-5200 apu.

The HD8400 isn't a real graphics card. It's intergraded into your CPU. The issue with that is it shares the resources with the CPU and ram, making it rather poor for gaming. It should still be able to run cabal, however you'll probably need to turn the settings down low. You might also want to watch your temperatures, since if you're running on a laptop it's likely to throttle your performance due to heat.
