I really hate to ask

Since i know this question has probably been asked before and i couldn't find it with the search function or Google (surprisingly)... Let me say a few things BEFORE questions are asked:
-I live in Arizona so yes in the USA
-My OS is windows 7 ultimate
-I have re-installed CABAL 3 times now
-My Firewall and security software are completely disabled

OK down to business. When i open the Cabal.exe the updater says "Downloading essential components" then it waits for a few moments and then I get the message "Failed to download server information, restart launcher please"

Can someone tell what they did to fix it or anything to help and before the trolls show up:
-I already SHUT THE F UP son
-i aint even mad :D ;)

nah its all good i figured out it was an internet explorer issue >_> apparently thats what they use to send server info
