Ok, on the skill bar, I've noticed some people have secondary skills above the other skills.
1. How do you get them there?
2. How do you use them after that?
I'm not a hardcore gamer (SORRY!!!) so I need help here and there :p
And no, I will not delete windows file 32 xD (for you lovely trolls, kaa!)

It is what you might call "an extended slot". So instead of switching back and forth between F1-F4, they are easily accessible for faster use.

How do I get them to show up? Or do I have to buy something to do that?

Go to options, under the game tab, check 'Expand Quick Slot'.
to use them you can right click on it or you can press the Alt key corresponded with the number it is. (ex. Alt+1 = Morale Shout )
Or you can set macros to activate your skills. o.o
