lol im pretty sure GM not going to come out and tell you how many % chance you going to get it
and i bet GMs here dont even know about drop rate on the items in game itself they just have title GMs that it

im sure the drop rate wont be too good, so for anyone under 160 that wants the new skill be prepared to pay multi hundreds of millions for it, or have a high level farm it for you..and if you can do niether, wait about 4-5 months till theres enough of them floating around that they will be cheap to buy
