Question about items grade

Some of my items automatically upgraded from +6 to +8 and some +7 to +9. Why the items (all +6) on my other char still remain the same?:confused:

only mystic/shineguard/lvl99+ items got bonuses from +6
titanium osm gets bonuses if it was +7
