I found 2 ring of luck+1 and crit ring+1 and this guy wants to buy them for 3m all is this a rip off? I'm new to the game so I don't fully know the market prices.

Look in the Auction house to see what stuff is worth. Thats the big thing in Bloody Ice that everyone stands around. But to answer your question, yes. that would be a rip off.

ring of luck +1 is about 4.3m last time i checked in AH and crit ring is around the 3m mark
