New Wizard Looking For Some Skill Advice

I've played Cabal before on other, close range based classes, and know the basics of that well. However, a ranged DD class is new to me. I've gotten some advice from players in-game about what to do for skills and i've also looked for some skill guides outside of the forums. I can't find a definitive answer anywhere. So, anyone that knows the class well, please give me some advice.

1) Should I look into a crit based, amp based, or will based gear?

2) What skills are the best for PvE? PvP?

All helpful information will be greatly appreciated.

u will notice a big differnce in war and pvp if u got 140 cdi or over make sure u got rate
