Yes it's called a Test Server. In test servers created characters are already max lvl.

Note that that was Normal. And where was the Submarine?

lol the word "Submarine" means - (to be undersea/underwater) as well, so its not always referring to the actual vehicle o.o, and if you saw the entrance to the dungeon its over a pool of water in Green Despair town. so it makes sense i think the actual name of the dungeon is "Undersea Traders Pathway" or something like that. o.o
