Unable to delete characters

Like the topic title says, I can't seem to delete any of my characters. I've checked through the forums seeing if I could find an answer, but I couldn't find anything.
Everytime I go to delete one I get a message saying
"All the sub password must be reset to delete"
I've tried that, and have also tried deleting the sub password to the characters, and the storage, and still nothing has worked for me. I wouldn't say it's necessarily gamebreaking for me, but it's still something I would like to have fixed.
