    Ok, I just reinstalled W7, after getting some errors with XIGNCODE using W10.
    Then, on w7 I would have the same trouble as you do. Wouldn't pass 25% and it said fail...
    What I did is that I copied the entire folder (Cabal) from my laptop and it's been working for about 30 minutes .

    Well you are lucky. I tried to DL cabal on a different computer and I have the same issue. the problem seems to be on est side. And i cant find any fully update cabal game anywhere. And asking you to share that 2+ gig folder is probably too much.
