Cabal on Windows 7?

Anyone getting this constantly? I tried reinstalling 5 times, 3 check files, Windows is fully updated and nothing works. And this is all tries from today.

if you reinstalled the same CABAL and it hasnt worked.. id recommend that u try redownloading the client. Usually thats the problem

I did and the only way to get the game to run is to torn off my anti-virus. =/
